The meeting was called to order at 1:00 p.m.
Ted led the pledge to the flag, and the board members introduced themselves.
Verification of Quorum: A count of attendees and proxies was conducted by the Corporate Secretary; a quorum was present.
Election:
The election procedure was reviewed. Nominations from the floor were requested; none made.
Outstanding ballots were collected.
Ted asked if there were any more ballots and then announced the commencement of vote counting. The vote counting group left to begin the counting.
Presidents Report: Ted Thurman
Ted reviewed the progress of the board since the last annual meeting. The prior president resigned in August. Max Metcalf acted as president for 2 months, then Ted was elected to the board and was elected the new president in September. There were 16 meeting of the board, more than any other time. There was a lot to catch up on and most meeting lasted over 4 hours. Issues to deal with were violations from the Planning Committee, new building and remodels as well as violations of the C&Rs with some property owners in continuous violation.
A separate violations committee was recently put in place. A fine schedule was also enacted so property owners can be fined. Letters and warnings go right to the property owner; if this is not paid, there may be a lien put onto the property. The entrance sign will go up in a couple of months, and the board voted to prohibit fireworks in Bayshore due to the fire hazard. There is now a very effective Budget Committee, and policies and procedures are being developed.
Ted recognized the different volunteer committees and handed out certificates.
Budget Report: Gail Watrous
Gail reviewed the budget and explained what needs to be done over the next few years. A $10 increase in dues means $1,290 to help offset growing expenses. She stated that Ron LeRoy is making suggestions and doing some things himself to help reduce expenses. A new summer pool cover has been purchased to decrease propane use. Gail encouraged the members to bring any cost- saving ideas to the attention of the board. The reserve budget was reviewed.
Planning Committee Report: Mary Lou Morris There were 13 new homes, 2 garages, 6 height variances, and 63 remodels this year. There were 26 violations for construction with no prior approval. There were 96 C&R violations letters, 17 to repeat offenders. Four violations were sent to the attorney. Mary Lou reviewed the new violation procedure and fine schedule.
RoadDistrict Report: Glen Morris
Glen reviewed the planned projects for this year, including repaving roads & fixing pot holes. He requested that members notify him if there are potholes in other areas. The road district will be painting center lines and marking crosswalks at beach accesses. Pedestrian walkways will be put in along Bayshore Drive from 101 to Bayshore Loop. Bayshore drive now meets the requirements of a residential area, and the speed limit will be lowered to 25 MPH. Glen explained the rippling of pavement due to tree roots, and reminded members of the need to remove trees within 8 feet of the road and to keep trees and bushes trimmed to 6 feet expecially near intersections.
Member Comments:
Ron was commended for his great job and the appearance of the garden areas.
There was discussion of fireworks and the enforcement difficulties. Members were asked to notify the office of any violations of fireworks or other C&Rs, giving as much detail as possible. Members were reminded to call the sheriff to report activities that are law violations.
There were comments related to the need to have remodels approved by the planning committee. Mary Lou clarified that re-painting a house the same color is fine without approval. It was agreed that approval forms would be made more readily available.
